Default New Perks?

I've come up with these minor abilities. I'm not sure whether they should be perks or 0 point features.

Looks Dumb.

Strangers assume that you are less intelligent than you in fact are. This may be due to your appearance (good looks, big muscles, blond hair...), accent (particularly thick), speech patterns (stutters, talks slow), or dress (foppish, great unwashed). For whatever reason, you happen to conform to cultural stereotypes of "dumb" people. This can be an advantage, as enemies tend to underestimate your abilities, or a disadvantage (less chance of being employed and/or getting promotions).

Looks Competent

You are assumed to be much more competent than you are, and will tend (whilst employed) to be promoted over your level of ability. This may be because of the shortcoming of your employers, your ability to use social skills and/or backstabbing to make yourself look good, or a combination of the two.

Sounds good to me. I can actually think of a couple of ways these perks could be useful for political characters...

Looks Like a Clown

Your dress, mannerisms, etc. make people think you are a fool in the medieval sense -- someone who is not quite in touch with reality. Although people are likely to laugh at your antics, they will not take you seriously. Of course, this also means they will tend to severely underestimate you and your abilities. It also means that you can get away with saying and doing things that more seriously-looking men would be severely punished for (hence the old saw "A wise King listens to his Fool, for only a Fool would dare to tell a King the truth.").

Examples of characters with this Perk/Flaw would include Giacomo, King of Jesters and Jester of Kings (and the rebel entertainer who impersonated him) in The Court Jester, the second, fourth and sixth incarnations of Doctor Who, and Xander of Buffy the Vampire Slayer.

Patient [+1] - you are a patient person, and get +1 to Will when checking to see if you remain in one place quietly for a time, or stick to a difficult or dull task.

Versatile Sleeper [+1] - you can take morning, afternoon and evening siestas, and spread your eight hours' sleep over the whole day and night, instead of having it in just one block.

Any 5 point Advantage with Limitations totaling -80%.

Also, this thread on Shticks should be helpful.
