Levitation help

Hey guys I have a player that wants to levitate instead of walk

so i've told hiim to take paraplegic: lame and buy down the base move but i don't know how to make him levitate without a base move: he can't use walk on air 'cos he can't walk and he can't use the magic spell levitate 'cos it is too slow

Yes he wants to not be able to walk as well in case you were wondering
He said something about these things from planescape in sigil that he is basing it off of.

So does anyone know how i can make him levitate?

Try No Legs (Aerial), page B145. Per the text, he must purchase Flight, and his Ground Move is automatically zero (i.e., he doesn't get points back for it).
