How about going for something with a more Sahudese flavour. (A reference to GURPS Banestorm, milud...)

Inspector of Fundemental Principle.
Third Appointed Magistrate of the Western Breeze.

With no explanation who outranks who or why. And obscure jurisdictional disputes. ("No, I'm afraid I cannot give you permission for a ressurection. That is the responsibility of the Fourth Insufficient Master. Yes, it was mine but now the Solstice is over...")

As one quick suggestion, you probably want two different rank schemes. The first addresses magical proficiency or potency while the second shows political or administrative position. Someone with relatively poor training or skill still might have a high administrative rank, and vice versa.

Systems like this are also prevalent in Discworld, many traditional medieval orders, and my company.
