You could give the dust vortex a Constriction attack with Engulphing (P45). You could probably add the suffocating enhancement to it as well. This would let your Vortex use a grapple (hands free) to damage a victim over time as well as suffocate. It could also pick up a few people and carry them with it.

Definitely a limited form of Infectious Attack. Since it is usually pretty easy to avoid killing someone (depending on the setting requirements, it might be possible to prevent the transformation as well), the limiter looks to me like it should be greater.
