He lived independently on Deep Space Nine during the Cardassian occupation, where his impartial status and deep commitment to justice made him the only person both the Bajorans and Cardassians trusted to investigate crimes. The Cardassians eventually named Odo Chief of Security for the station.

After the Cardassians withdrew, Odo retained his position as Chief of Security on the Bajoran space station. He wanted to discover where he came from, but was unhappy to learn that the Founders pursuit of order meant subjugating others. He consistently sided with Bajor during the Dominion War, and as a result of him killing a Founder he was forced into solid form for a time. He developed a romantic relationship with Kira and accompanied her to assist Damar’s revolution against Dukat.

At the end of the Dominion War, Odo decided to return to the Great Link to heal his people both physically (by sharing a cure to a virus contained in his body), and spiritually (by helping them to learn how to coexist peacefully). Odo has returned to the Alpha Quadrant only for one brief visit in the past year, to co-ordinate several conditions of the post-war settlement and visit Kira. He has stepped down from his position as Chief of Security, and is expected to take some leadership or ambassadorial position within the new Dominion government once it is established. He is still recognized as a police officer by both the Bajoran and Cardassian governments.

It would also include pursue justice objectively. With emphasis on the adjective.

In the episode when Kira was coming aboard to do mischief to the (then) Cardassian regime, Odo released her. Because he was neutral in the war but interested in keeping regular crime down.

I've always interpreted that episode as Kira fooling Odo as well as him being in love with her. He definitely turned over other Bajoran terrorists when asked to as Chief of Security. (In fact, he even broke his code and turned over innocents in Things Past).

I don't think he has these any higher than default. He likely hasn't played soccer since the incident as a kid.

I will forever be disappointed that DS9 and the Dominion War did not end the way I was predicting.

Space is dense with an impossible number of Dominion ships surrounding DS9, when abord the commanding vessel, the last of the founders succumb to the disease.

With the Station crew ready to fight to the last, despite impossible odds, they brace themselves for the coming onslaught. And then they are hailed.

Jem hadar leader: "We want to talk to Odo"

Odo: "I'm here"

Jem hadar leader: "The Founder here is gone. You are the last. What should we do?"

I believe the idea is that changelings are built with the jello template as the default, and Morph in to other templates (like Humanoid Form)

Long thread...

General comments: I'd go with phasers as an affliction at lower levels and a burn attack at higher levels. Not a lot of damage, but a very high divisor. The two main advantages over slug throwers seems to be versatility and weight. If Star Trek uniforms are a type of armor that works really well against unfocused energy and slugs, high divisors make sense as a military weapon as well.

For the cast? I'm usually stingy with stats, but you'd need pretty cinematic rules to allow these characters to approach what we see on the shows. Perhaps a list of genre conventions would help?

Most of the racial profiles are ok. Changelings are an obvious issue if you're dealing with the Dominion ones that have been part of the great link. I'd still go with shape shifting as a base racial trait and make them goo natively.
