This is the way I read it.
A (1hp) Turn 1: Do Nothing (or any other maneuver)
B Turn 1: Attack A who doesn't defend or fails his defense roll, does 2hp dmg

A (-1hp) Turn 2: Makes a HT roll for going below 0hp and succeeds, remains conscious. Continues to Do Nothing
B Turn 2: Attacks A, does 2hp dmg

A (-3hp) Turn 3: Doesn't make a HT roll, remains conscious. Do Nothing
B Turn 3: Attacks A, B succeeds with his dodge

A (-3hp) Turn 4: Makes a HT roll and fails, falls unconscious.

I'd say "at the start of your next turn" covers that; the HT roll doesn't happen during "this" turn(which, as you say, is still going).

I was at work when I thought to ask if your comment is personal opinion or if you know some local LEOs? It would be interesting to know if they deal with things differently.

I used to hang out with some LLEO but got tired of their R&R/HA lifestyle - soapstone just made me sober which seemed a waste after all that expensive liquid intake... Not that I'd called them exemplar and the new force is much improved - I've actually seen female officers who don't have waistlines greater than their height; heck, even saw a foot patrol of three going by my estate last quarter.

My best friend is a patrol officer.

I know that even the suggestion that a suspect might have sprained or broken an arm while being arrested resulted in cold sweats for the arresting officers.

If someone ever died while handcuffed and it was even remotely possible to suggest that his chances might have been reduced because someone took the time to handcuff him before giving first aid (and/or might have harmed him by moving him to do so), I suspect that the police would suffer massively for it.

Bear in mind that we are talking about handcuffing someone who it previously seemed reasonable to shoot.

SeemED. The whole point of shooting was to change that.
Also, I would like to remind that not all countries even supply their patrols with lethal firearms at all. Just saying this to show a counter-example.

Yes.

But as soon as said person has been disabled, that stops being relevant. At law, certainly, and in the public opinion here most probably.

Iceland is a country that has less than 100 murders a year, where the population is that of a large city in another country, and I suspect cops don't get killed pretty much ever. The situation in Washington DC or Los Angeles is radically different, to say nothing of how it works in Johannesburg or Bogata.

We have around one murder per year, yeah.
