Sure, on any purely simulated "mental" use. So they can spend it on casting spells in a VR game or on purely mental uses of Extra Effort.

Machines without Doesn't Sleep clearly just lose HT if you run them without the "off-time". This isn't at all what's happening with a Ghost running on a Cybershell (that effectively has Doesn't Sleep). Ghosts running on bioshells should have to sleep. The logical solution here is that the simulated FP syncs up with the body when you switch bioshells.
