Sure, on any purely simulated "mental" use. So they can spend it on casting spells in a VR game or on purely mental uses of Extra Effort.

Unless they have something other than the zero point feature either biologicals or machines have.

Machines without Doesn't Sleep clearly just lose HT if you run them without the "off-time". This isn't at all what's happening with a Ghost running on a Cybershell (that effectively has Doesn't Sleep). Ghosts running on bioshells should have to sleep. The logical solution here is that the simulated FP syncs up with the body when you switch bioshells.

That would definitely be a disadvantage.

"Can spend and lose "mental FP" but can't spend or lose physical FP; "redlines" instead" seems like a balanced 0-point feature to me.
