How does that work with the -1 to DX for every 2 CP inflicted? I'm having a hard time reconciling the two sections.

So if a ST 12, DX 12 fighter deals 4 CP to a ST 25, DX 11 baddie, what are that foe's penalties to ST and DX for active control? What are the penalties if the big bad dude did 4 CP to the little guy instead?
