Variant HP loss Limitation idea
I'm trying to create a character that can use his own flesh to create allies. But I want it to cost a couple Hit Points that can only be regained after the ally dies or is reabsorbed.
What kind of change, if any, to the RAW price for Costs HP would this be?

Take temporary disadvantage (reduced hit points). Sure, it's only -2% per level, but it's also a one-time cost rather than a cost per minute, and it immediately recovers when you absorb the dupe.

Oh, of course. I figured it was something straightforward, and I was just missing it. Thanks.

Just be aware that changing your HP total can get weird, especially if you have already lost HP.
