Gamemaster's Guidepost: My Rules For Spending Points

My personal rules for spending points to upgrade your character.

I do it one of two ways

1. Just spend them! No restrictions, have fun

2. More restricted, where DM vets, and player and DM attempt to 'hold true' to the concept

For instance, the concept is 'giant dog', player wants to add Flight, but Flight does not resonate with the DM as fitting the 'giant dog' concept. The DM may think some IC explanation is needed like 'I visit an alchemist' before spending points and make sure we are sold on concept becoming 'magic giant dog' (which doesn't help the dog right now reach a flying foe), if the dog wanted to buy super jump? As a DM I've totally seen dogs jump for frisbees and even knew a dog who could jump on the counter, so it resonates as true to concept!

I have no issues with spending points mid play, or even mid combat round! Literal exchange from last night's game I ran

Me (DM) you've got 5 spears flying at you, defend?
Player I can't parry those can I?
Me No, you need Parry Missile Weapons
Player Can I buy it?
Me DX H
Player Done. Roll roll roll. Parried!

The concept was 'Barbarian', does the idea of knocking missiles out of the air resonate with barbarians? Sure, so it is a approved

There is one point spending issue that troubles me . . . say Barbarian wants to buy tough skin DR. Very solidly in concept of barbarian. How much is in concept? And higher level barbarians can have more
