If there is a curse which makes me take off my footgear can I make it headgear before the curse effects me?

I would think no, but the card says I can switch "at any time".

Sorry if this was answered before, I did not find it in the search.

No. Once you are Cursed, you must deal with the Curse before continuing with other actions.

What if I'm cursed to lose 2 cards from my hand, but my cards are both curses. Can I Curse others before resolving mine since Curses can be played at any time?

No, you can't play a card, until the first curse is resolved.

Unless the card you play is a Wishing Ring or similar interrupt-style card, of course.

So the impact of "at any time" is that during combat (or prior to running away) you could redesignate it to possibly avoid Bad Stuff?

If it is otherwise legal to do so, yes, you could redesignate it before rolling the die to Run Away. After you roll, you have to resolve the Bad Stuff before doing anything else.
