can i discard an item that is from another player? (The card doesn't specify that the item has to be mine)

Without having seen the exact wording of the card, I would provisionally file that under "very munchkiny, but no". If you are told to discard cards, you can't make someone else do it instead, any more than you can make another munchkin die in your place when the bad stuff says "die" (unless you have an ability that explicitly grants that effect, obviously).

No. It must be an item that is currently in your possession. You can not force another player to discard an item they have equipped.
