Default Magic - Mana and Sanctity

Looking over GURPS In Nomine I was realizing just how much a game changer Sanctity is.

With Magery (Sanctity replaces mana) being a thing, thanks to Thaumatology, the whole mana level idea in Infinite worlds takes it on the chin. In Nomine is no mana but has Sanctity based magic all over the place.

Do the mana levels that we have for the various worlds really mean as much as they use to? How does the Cabol handle Sanctity based magic or do they understand it that well?

Infinite Worlds already has so many implications for theology that the answer is probably "if you want to get tangled up in that question, be my guest."
