Another option to prevent low level Binding from becoming problematic, but with a smoother transition, is to use Technical Grappling. In that, Binding simply grapples the foe with ST equal to the Binding level. As for the oddity of Retractable using the greater of Binding ST and Lifting ST, I think the idea there is that, if you are stronger than your Binding, you can simply grab the tether and haul the trapped victim in. This should probably require you to have your hands free, however.

Retractable is functionally giving you a highly-Limited version of Telekinesis in association with your Binding. +100% means each such level of TK functionally costs [2], indicating a -60% Limitation. If you feel "Only With Binding" and "Only to Pull Target" should be worth more of a discount than that (the tether it creates is a Feature, as that can be use by you and your allies or by the target and his allies), a lesser price is appropriate. +50% would be [1]/level, implying a -80% Limitation on TK.

This is an excellent analogy, thanks! You've convinced me that Retractable should be a +50% enhancement, not a +100%, because it's equivalent to TK with Attraction Only (from Powers), which is already a -60% limitation, plus Accessibility, "Only on successfully bound targets", and Nuisance Effect: Targets or their allies can pull you back, which together definitely feels like another -20% limitation.

You can only TK drag people that you've grabbed too - this is just replacing the one requirement with the other.

That implies it's pretty much just the -60% for Attraction Only - the fact enemies can grab the tether to pull you (or force you to sever the connection) is balanced by the fact that your allies should be able to help you pull the target (and you can use Lifting ST instead of Binding ST). That puts the +100% value at the right spot. Just to put it out there, the +80% for a tether that you can't sever on your own is roughly comparable to TK with a -70% Limitation (-10% above the -60% for Attraction Only).
