TL 2 verging on TL 3 is my favorite, both with and without magic. It gives the improved TL advantage teeth (many warriors have purchased it to have access to steel weapons), and I can use TL 3 equipment like low grade magic stuff in games with low or no magic.
Combat is also super deadly, we are fond of Martial Arts severe bleeding, so without magic even minor wounds can kill you if there isn't a competent healer in the group. |

TL 4, but in the over the top Faux Fantasy sense, plate armor, longswords, black powder, rapiers, airships oh my! Or maybe thats TL 3+1? Who knows!

TL 10/11 for biotech. Maybe some superscience for FTL and reactionless drives, since given the way research on warp drives and Em-Drives has been going recently, they might not turn out to be superscience after all (and they give an excuse for introducing interesting alien planets).

TL6, possibly with some steampunk (airships!) and/or fantasy (races and magic) elements; and TL8.

Late 4 into very, very early 5 (but NO STEAMPUNK!). Often with magic, but using RPM now.
For 'modern' I prefer 6-7 (pre-cellphone era) and for scifi I prefer late 9. |

What does genre have to do with it? I've seen horror in settings from TL3 to TL10. I've seen action in a similar range. TL3 investigations are not unheard of. You can have a science-fictional far travels genre at many TLs, from the TL the gateways of TL11^ Eclipse Phase all the way down to the TL1-2 of Odyssey.
