I don't remember Tactical Shooting caring to much about vehicle mounted missile systems.

It wasn't in the book's purview at all; it is entirely about small arms and infantry combat.

This is relevant to the Concussion warheads in Ultra-Tech, though, if only as a justification for how they work. You might adds +1 per die to account for the tech.

TL9 assumes about a 4-5x fold increase in explosive force (one reason the grenades, etc. are significantly more lethal than HT), which seems to match the prediction of this technology fairly well.

The concept has been discussed for several years - I remember one of my players suggesting making the entire bullet (for example) out of solid reactive metal material, rather than just a tiny warhead.

It would only be classified as TL8 if it is "mature technology". Initial prototype tests don't count. Sounds like it should be classified as TL9.

I wonder what would happen if you made a bullet out of a material like sodium which reacts violently with water..we have a lot of water in our body...

You'd end up with a bullet that moves with minimal penetrating force, burns up before it reaches a target most of the time, it stopped by even the most trivial armor, ruins barrels quickly, and can't be stored for long periods of time- but if it could somehow be shot into a person despite those weaknesses it would deal some amount of cyclic damage as it continued to burn inside them reacting with there own water content.

You'd probably be better off using a white phosphorous tipped copper clad lead round for basically the same effect and no 'burns while still in the magazine' effect.
