By baking the truck into the counter, it becomes a LMHWZ (QRS, TUV...these acronyms are getting out of hand) and could be reduced down to [a complete hip shot...and I'm using the Iron Mountain version of the gun, since that's the one with the towable silhouette]:

3/5 D1 M4, Wheeled

with the additional restriction that it can't move and fire on the same turn to represent the "hitch / unfold legs / etc". That'd put it in the 3-6VP range, depending on how vicious the 'must sit still to fire' penalty ends up being.

Or even this.... https://youtu.be/Y_3f-cv3rR4

Most modern versions can be ready to fire in less than a minute from coming to a halt so I’d lose the need to wait a turn to fire unless it’s for play balance.

A turn is 4 minutes. Infantry dismounting from a vehicle don't fight or move the turn they dismount. It might or might not be reasonable to assume that during that time they dont have time to unhook the gun and do emplacement, calibration, loading and so on. Waiting one turn doesn't seem unreasonable.

For a towed LHWZ I’d agree, but the LMHWZ wouldn’t have this issue. Even modern versions, which would be at least 2 generations old in the OGREverse, can be ready to fire in less than a minute and on the move again in less than a minute, the crew firing from the protection the vehicle offers.

As far as a towed LHWZ, most modern armies are trying to get away from towed artillery because of the need for support to keep up with fast moving Stryker brigades. It’s fine for an airdrop to setup a firebase or FOB, but to move with frontline units in support, it will likely be obsolete soon.
