Default [Spaceships] Hnd/SR requirement for commercial spacecraft

I have a vague memory that I read in a GURPS book a statement that some particular Hnd/SR value represented the minimum requirement for safe or licensed operation of a spacecraft in some role. I think it was docking at an orbital port. It might have been acting in a particular commercial role. Anyway, my recollection is so vague that I can't find the reference even with search tools. Does anybody know what I might be thinking of?

The reason that I ask is that I have designed a super-cheap bulk transport to do freight rate and fare estimates with, but using the "smaller systems" rules for control rooms gave it an Hnd/SR that indicates that it steers like a cow. Perhaps it is so bad that it couldn't be docked safely to an orbital spaceport I think maybe the design is not viable because of that.
