Default Axe Cop: Bad Guy Cheat

There was a discussion in our playing group today about the effect of Bad Guy Cheat in combat. The card says to double the level of the highest-level monster currently in combat.

Is that the printed level on the card? Or the modified (+enhancers and one-shots)?

Not that I got to use it, I had to discard to pay for Avocado power to stop someone from winning.

When we capitalize Level, we mean the printed Level on the card.
