The GURPS 3e stuff is a little different -- I think most of the 3e items moving to e23 have been out of print for a long time. I.e., they're not waiting on existing stock to run out. For In Nomine, I believe the core rules weren't considered for e23 until the final hardcopies ran out.

Oddly enough, Liber Canticorum shows as "On Order" with Warehouse23, which I truly doubt -- presumably that means it's out of stock, though. An e23 version of the Canticorum would be nice....
