Hmm... looking through the High Craft level, you could use that with Computer Programming as the Parent skill to make really nasty Black Ice. Just sayin'.

Just ran the test (using http://www.att.com/speedtest/). Current place:
Download Speed 20.21 Mbps (2526.3 KB/sec transfer rate)
Upload Speed 3.33 Mbps (416.4 KB/sec transfer rate)

Starting Monday, should be
Download Speeds ~60 Mbps.

For NERCC Ranks, I'd blend police and FBI:
Rank 0: Trooper
Rank 1: Trooper First Class/Corporal
Rank 2: Trooper Sergeant
Rank 3: Trooper Lieutenant / Agent
Rank 4: Trooper Captain / Special Agent
Rank 5: Special Agent in Charge
Rank 6: Senior Special Agent in Charge
Rank 7: Deputy Director
Rank 8: Director

As a campaign setting, I'd set the PCs as Special Agents, with Sidekick Agents as necessary. If the team has a field leader, let them buy a rank and be a "Special Agent in Charge". And they are given orders from HQ from a "Senior Special Agent in Charge" or Deputy Director.
