Dunno -I'd say an awerage americn kid that has been a passenger on cars for whole his life etc would hawe farily good changes of starting a car and figuring out how to driwe giwen some time and a parking lot where to practice withouth explicit teaching. But 20 hours of driwing school would of couse be better - but propably not worth a full point.. SO it's a bit of a gray area between deafault and a point. Or one could simply require IQ (or default skill or both) rolls from somebody withouth ewen the driwing school for the simplest things like first getting the car started - and survining in the traffic for the first hour etc.. While somebody with the full default would not roll or would roll in these kind of routine situations - and would maybe make one easy "traffic survival" roll for whole day of driwing or something..
