scrolls can you use them on any monster any where on the map?

As long as the Item in question is not Throwable, then, yes, it can be used on a Monster anywhere in the dungeon, assuming it says it can be used on a Monster to begin with. No Scroll that I can see in the database has the Throwable keyword on it.
