Frenzied howl, Cthulhu

Hi all!
I would like to ask how does the card "frenzied howl" et similia work in Cthulu.
It's written: "if a player 2 seats right has lower level when you discard it, he may immediately put this card in his hand".

Does this mean that:
a- if I play this card during a fight (mine, or whoever), then it HAS effect on the fight, and then goes immediately to the player 2 seats right from me (who can immediately use it) or

b- if I play this card during a fight (mine, or whoever), then it has NO effect on the fight, and then goes immediately to the player 2 seats right from me or

c- the player 2 seats from me gets this card just and only not if I use it in a fight, but if I DISCARD it (for every reason: curse, bad stuff, whatever)

In the end, what is meant with "discard"?

Hmmmm. The "later combat" seems to imply that when you discard cards after combat, if Frenzied Howl was used in the combat, it would go to the other player if the conditions are met.
