2 Elves were helping each other at level 9, they won the fight and the game technically. I tried to play the 'Make The GM Snort Soda Out His Nose' GUAL to prevent them from winning. Is that legal, can it applicable to both players?

In the end, we kinda left that session hanging and agreed for future sessions to make so it only targets one player.

Throughout our games we've come across quite a few dubious instances like this, and it feels like they always go unresolved 😛

Unless a curse says otherwise, it only effects one person. So you would need to choose who to play it on and let the other player win.
