An open space can be a garden, which is likely to be designed for lower occupancy than a restaurant’s dining room. On the other hand an open space can be an auditorium, which will have an occupancy higher than a dining room.

On the gripping hand, there is no saying that the luxury passengers are meant to use their open space all at the same time. While the shuffleboard tournament is going on on the promenade deck, there is also the second seating of luncheon in the dining facilities, high-stakes Bridge games in the social spaces, a floor show in the establishment, and sex and siestas in private cabins.

While it is described that auditorium is a kind of Open Space facility in GURPS Spaceships 1 p19, I think auditorium should be a variation of Briefing Room (10 people per 1 cabin to congregate).
