Could normal tech that reads thoughts like the 'Direct Neural Interface' from Ultratech detect Psionic manipulation, like say, someone using 'Suggestion' on the person?

Probably, if the person examining the result had familiarity with what that looks like.

Unless the attacker bought the power with low or no signature (B106). Probably still traces, but really subtle ones.

I've seen similar technobabble on sci-fi when a character is "conditioned" or under psi-influence, like the Za'tarc Detectors from Stargate SG1 or patterns of unusual EEG readings mentioned/implied in Babylon 5. Granted, you might have to be an expert in the tool and have an idea what that specific person's "normal" baseline is.
