Because when one spell magery was first defined, it cost 2 points per level to buy up a mental skill.

Seriously, the costs of Magery and spell based magic in general often fail to make sense because they are legacy holdovers. There are three or four things that really should be separate advantages - Can Sense Magic, Can Cast Spells (at all), Can Cast Advanced Spells, and Talent (Spells), jammed into Magery, with some legacy modifiers that ought to apply to only some of those priced for the entire thing. That really complicates stating out systems of magic where these things actually are separate, but they apparently can't be pulled apart (or given balanced prices - I still maintain Can Cast Spells should be an *expensive* advantage, at least on par with TBAM, Weapon Master or Imbuement 0, and lets not even thing about Detect (Magic) in this context....), because that breaks to many legacy concepts.

If you are in a situation where you want pieces separately, and need them to have fair costs relative to other similar things, you're probably going to have to ignore the RAW.
