Default Uncontrollable Shapeshifting question

OK, so to create a "were-creature" the basic book says you should add the "Uncontrollable" limitation to the Shapeshifting.

That makes sense, but I have come up with a conundrum.

Shapeshifting takes 10 seconds of concentration to do.

So let's say your werewolf is confronted by an angry werewolf hunter, and he panics, failing his will save and starts to transform.

What's stopping him from just not concentrating and stopping the transformation?

Or, say the hunter starts attacking him mid transformation, and the poor werewolf dodges... which forces a Will-3 check to keep concentrating... which the werewolf fails.

So he stops transforming?

So if he has a friend around, and they want to conceal the fact that he turns into a werewolf from the world, whenever he starts to transform they just try and step on his foot, forcing a concentration check as he tries to avoid getting his foot stepped on?

How does having to concentrate to transform mix with having your transformations be Uncontrollable?
