Default [Basic/Powers] How to build the ability to see through fog?

I'm wondering how to build a power more-or-less equivalent to the Air Vision spell (Magic, p.24). This was prompted by the difficulty of seeing through fog, but Air Vision's ability to handle dust, smoke, sand, etc. would be valuable too.

My best guess so far is a variant of Penetrating Vision that can see through matter equivalent to a 6" thickness per level, even if it's in a myriad of small pieces. It's even possible to interpret p.66 of Powers to say that Penetrating Vision does this by default, although that seems like a bit of a stretch.

Any other ideas?

I definitely think Penetrating Vision handles multiple things and the thickness is cumulative based on my reading. So Air Vision could be handled with a limited version of Penetrating Vision.

You certainly could do it with Penetrating Vision, but it looks tricky to get it to work at a reasonable cost. There's a striking similarity to Night Vision. 1 CP per level might be a bit cheap for the broad efficacy of Air Vision though. Maybe 3 CP per -2 in vision penalties negated, or 15 for vision unimpeded by mist, smoke, etc.

A limited Acute Vision or modified Night Vision, either at 1 CP/level, would do.
