No they are not PC templates. It's more for me to gauge their power level within the game so I can better plan out sessions. It helps to know if they are worth 300cp or just 200cp when determining the number the characters have to deal with.

Its also nice to know wether you're using unkillable 1 or homogeneous, and how they will react to being shot. you don't need points, but you do need a partial build.
