Note that the equator will receive different amounts of sun at different times of year. When its got a normal day-night cycle, it will receive light comparable to earth's equator. But during the solstice, the light received will come in at a pretty oblique angle, so there won't be nearly as much of it. It will be closer to an arctic summer than anything else, though it will probably function like winter.

I suspect that putting the planet around a smaller star would help keep it less extreme, since the seasons will be shorter, but it will still be pretty drastic, which is the idea. I expect that the human colonies will be near the equator, and critical structures will be either VERY strong, or underground.
