It is not actually spell powered, but does violate physical law. It is a handy alternative to the horse for low-tech gadgeteers. The cart consists of a tiller connected to the front wheels for steering, a bench seat for two persons, and an open cargo area behind the seat. Cool idea. Out of curiosity, what did you use for the "engine" of this one? Did you just take the stats for a Mana Engine, with the special effect that it's weird science rather than magic?

The "power plant" is a series of weights in the wheels that (supposedly) create a perpetual motion engine. It's described on VEii27.
