Garage Sale in combat

Can the "Garage Sale" card be used by player in combat? It is clearly intended to be one-shot item, but on the other side it not really a "combat card". The answer will probably apply to other similar cards like Wand of Dawsing e.t.c.

Garage Sale is not an Item, so it can't be compared to Wand of Dowsing.

If you somehow manage to get it in combat, or already had it, you may use it in combat, or any other time (Although it Have to be on YOUR turn)
