It would return to his hand after being thrown. There's a "Returning Weapon" Imbuement in a Pyramid, and it can easily be converted into a power.

Yep. It wasn't summonable, it basically boomeranged. It shouldn't 'return' from being leaned against the wall.

I think Indra's vajra does the same. They are versions of the same proto-Indo-European god.

Or you just make it an innate attack, "can be stolen". The Returning Weapon imbuement, like all of them is basically for tricks you can do with any random weapon of the right type. You don't need for a characteristic of the weapon itself.

As stated previously in the thread. No more than 25% of CP in a single ability and no more than 75% of CP in all abilities, no Jumper, Snatcher, or Ultrapower, 500 CP 1:1000, 750 CP 1:1,000,000, and 1,000 CP 1:1,000,000,000. The average super should probably be 250 CP though.

It's not a point total question.

If the majority of powers are movement or survival related you'll have a society that grows much differently (perhaps underwater? outer space?). If you have mostly innate attacks then war and industry will be much different. If there's a fast gadgeteer in every family, technology might not be needed.

Common Quick Gadgeteers would render control by way of infrastructure like power generation or even transportation nearly impossible. That would have to result in a world very unlike ours.
