I like the idea of an Ogre "home league." I've been hosting Ogre games at my house as part of another fan group*. I'm not sure about having a regular supply of new maps. I'm not getting through the pile of stuff I have fast enough to justify spending that much.

What might be a good way to encourage home league participation is logging matches done under the league umbrella and awarding appropriate achievements. If we want to get fancy, sell badge ribbons people can attach to their membership card.

Some good achievements:

Face-to-face games with ten other players.
Played all the original rulebook scenarios.
Played all the Scenario Book 1 scenarios (repeat for 2, 3, future).
Played a 4-player game (and for 5, 6, etc.).
Hosting five events.

And I'm sure other people would have more ideas.

That would make a base of active players who'd be interested in more maps and scenarios.

Who'd want to be part of a league?
