Down at the bottom, where the tabs that tell you how many points have been spent in each category, Disadvantages has two values. In my case -55(-70). When I add up the raw numbers I get the first number, but where is the second number coming from?

The second number includes all the negative point value traits/adjustments that count against the Disadvantage Limit, which does indeed include reduced attributes and such.
