1d of damage is 5 points via Advantages. Human variation is +2 Lift St, which is +1 damage for 6 points. Doesn't seem like a problem, especially since ranged combat compared to melee is slower and less accurate.

We don't have two separate BLs on the sheet with a guideline to use one for one-second lifts and the other for slower lifts, so that train has already sailed.

I see that as a side effect of extra effort with lifting skill. Also, the lifting "explosion" isn't nearly as quick as an attack, and most of the quick movements are moving the body under the weight (using lifting skill) to complete a lift the arms can't complete alone.
