Default Randomized campaign (AKA dark events)

Hello all!

So I wanted a campaign to play out a bit like what XCOM 2 looks like it will play, the PCs being local agents of an undermanned organization and having to accomplish randomized missions to prevent their organization's enemies to grow too powerful, the PCs having an HQ of their own where they can deploy resources (Let's call their resources "Intelligence" to represent contacts and information they can use to get favors and stuff like that), and have a "patrol" mode where they can gather actionable intel on an area (depending in their skills), "resource gathering" mode, where they can spend intel and money to get resources and personel, and build up their HQ with defenses and various useful additions like alchemy labs to get new potions and stuff like that.

Regularly, "Dark Events" will pop up where their enemies are acting to gain strength and resources, but they can only strike one Dark Event among several ones that will strengthen their enemies. They would face three enemies with separate progression, methods and objectives.

They face slavers who just want to make profits, crime syndicates harrasing civvies for profit, and demons who want to control the area, the campaign ending either when they accomplish several crucial missions that cripple both slavers, crime syndicates and demons to the point their organization can take over and bring peace, stability and freedom to the area (win) or when their HQ is crippled to the point they can't fight anymore (loss).

So, I want people to toss here ideas for medieval fantasy "Dark Events", and equivalent for the XCOM research and foundry (using special resources they can get from fighting the enemy to improve their equipment, HQ, allies or abilities)
