A constitutional government where the legislative membership is popularly elected but the executive position is hereditary and the highest court in the land is presided over by the leader of the state religion (chosen in a vote between the highest ranking church officials)
A democracy where executive authority is held by a committee chosen for fixed terms by the legislature A meritocracy where "merit" is determined by victory in an elaborate tournament of simulation games. A corporate state where there is legislative government with each legislator representing one of the major founding corporations of the government. A legislative government where the elected officials do not represent geographic areas but rather occupational castes |

Requires a high-tech society, but:
Hereditary monarchy, rule by clone. The former king is cloned, in effect the society is ruled by an endless succession of identical twins. Since they grow up in different environments, they'll still be different people, more so than most natural twins, even if we assume the personality and identity are purely about genes and environment. But they'll still be more similar to each other than any previous dynasty in history. With sufficiently advanced magic, something like that might also be doable in fantasy settings.

A constitutional hierarchy of councils where each neighborhood or tract elects it's executive, who then votes as a member of the next layer up while being the autocratic leader (subject to council vote to overrule), all the way up. Likely, the top levels use traditional Noble titles

A dictatorial fantasy emperor could send his offspring to the Cities in the Plains for their governorship training, and being dictatorial, the citizens are living there by imperial decree. I'm inspired by these modern day abandoned cities in China, which could have been built for training purposes.
