GUAL
During a monster encounter, if I am a level 8 and am at a point where I know I can beat the monster, and no one else is choosing to do anything to me or the monster, can I play a GUAL card during the combat to go up to level 9, and then use the victory over the monster as my winning level?

You could use the GUAL to go to level-9, but then you would have to give the other players opportunity to stop you from winning.

Anytime you play a card during a combat you have to give the other players opportunity to react to it.

You can play a GUAL any time that it doesn't give you the winning level. If combat isn't over yet, then you are still level 8, and can play the GUAL. People still have the option to try to stop you from winning after you do so, though.

Yeah, in this case, you are essentially using the very end of the reasonable time period to play a new card to interfere, which just happens to be beneficial. As everyone else says, this means a new reasonable time period must begin as it is possible that somebody else does want to play a card now, where they might not have wanted to play one before, and they must be given that opportunity.
