Default Rare and wonderous magic

Eliminate wizards.

Enchantment is done via Alchemy, by transforming some part of a magical creature into the enchanted item.

The big big big problem is that each and every magical creature is unique. Therefore each enchantment isn't following a well known procedure but is instead a research project.

That's a pretty cool idea. You could generalize the concept by permitting all the official powers of the products of Chemistry, Alchemy and spells of enchantment and perhaps a ritual or two, like Skrying - just no standard 1-turn spell casting. It would be cool. For an intermediate magic level you could permit scrolls and casting from tomes.
