Default Munchkin Harry Potter - Monster Book of Monsters Card

I recently received the Harry Potter Munchkin Deluxe game and it's my first time playing a Munchkin game. The "Monster Book of Monsters" card states:

[Please don't quote card text.]

I thought when you are "Up to No Good" you already had the choice to either "Look for Trouble" by playing a monster card from your hand or "Loot the Room" by drawing the top card of the Door deck and placing it in your hand. If so, then is the only purpose of this card to force you to fight the monster you looted instead of saving it?

Wouldn't you normally have a choice to battle the monster looted since you're able to play a card as soon as you receive it?

Normally when you "Loot the Room" the card goes in your hand (even a monster, you don't fight a monster that was "looted"). I think the purpose of this is to get to potentially fight a monster now rather than wait another turn.

No. You can play a card when you receive it only if the rules say it can be played. Monsters may only be played from your hand when Looking For Trouble; once you decide to Loot The Room, you can't Look For Trouble.

(I am home and don't have the Harry Potter set to double-check their variations on this terminology, but the basic underlying rule doesn't change.)
