Default M:AT #5: Ninjas of the Ice: The Art of Fridjitzu

Is this card intended to be a One Shot item or a card that stays on a player's character, giving them a persistent +0 to +9 each combat?

Can you use this card to give the Monsters or the other player a +3 bonus in someone else's combat, or is this card only good for the carrier of the card in combats that he/she is already in?

We played it as a persistent card that gives the player the ability to add up to +9 in each of their combats. Since there is no text stating that it could be to either side, we played that the player with the book had to be in combat and could only add to the Munchkin side.
