Looking more carefully at this, I think I may have failed to appreciate the fact that Dungeon Fantasy sets up starting PCs to be desperate. Check out the rules for "Scoring Extra Cash" (Exploits p. 14). Most PCs built with the standard templates can't make a living at all without adventuring. Thieves can probably pull it off in the short term but really want Luck to avoid critical failures in the long term. Bards can pull it off only if optimized for busking. So the answer to "why adventuring parties?" from the quest-giver's point of view is that the individuals who make up adventuring parties tend to be desperate and thus, as Kromm suggested, you probably can hire them on the cheap.
