Thanks for that entire explanation. I already do some ad-lib GMing, with planning and worldbuilding helping me set up these kind of situations, but your explanation is better thought out and explored than I've done.

I generally mean that no one PC is overpowered compared to the others.

As many others have alluded to ITT, to some extent that means making sure everyone has a niche. In a lot of groups, players don't care if their character is 'weaker' than the group average as long as they get to shine.

Example: I'm running 500 point DF characters through a GURP-sified Queen of Spiders module. One of the players is a Thief and lacks the raw power of any of the other characters. But he gets to do all the thief-y stuff, also he spent points on getting Perception 20 so I make sure he always notices things earlier and better than the other characters. So he's not 'balanced' in power terms but he gets a lot of the spotlight out of combat.
