Linking Non-Kinetic Innate Attack to a Standard Punch/Kick?
The idea here is that I've got an attack that does standard punching damage plus 3d burn sur at the same time. So for someone with (for example) Striking ST 14, he'd be doing 1d+2 cr and 3d burn sur at the same time.
Should I use Link or Melee Attack: ST-Based? It's technically not a Follow-Up, as both damages are being affected by DR separately.

There is no official way of linking to a natural weapon other than follow-up (which does apply DR twice if you fail to penetrate on the initial attack).

I don't see why they can't be Linked, though the costing for the punch attack is a bit of a problem.

I see no reason you can't just go with Melee Attack, Range C, -30%; ST-Based, Limited, +30% and just treat the damages as separate. If you really feel like it has to have a Separate Damage, -5%* on it, go ahead.
* Or whatever people think would be fair. I'm too tired to balance the math right now. |

According to the FAQ, you buy Link, +20% (assuming you can choose not to burn when you use your mundane attack) plus an Accessibility for the size of the category of mundane attacks you can use it with. For unarmed, I would probably rate that as no more than -10% — you can't use it with a sword, no, but it's rather hard to take your hands away from you.
