Default Where do you target a cone attack?

Where do you target a cone attack,

At the end of the range? At the figures you are trying to hit? In the hex in front of you?

It's a bit confusing on Exploits, p. 45-46, but this is how I think it works:

You target any hex within the range of your cone. If you hit, the target hex becomes the centerline of your cone, which extends from you (the attacker) to the end of your range. If your cone is wider than one hex, you then center the width at the end of your range and draw a triangle back to see which hexes are included in the AoE. Anyone caught within the cone can use Taking Cover (Exploits, p. 50) to dodge away from the cone.

If you miss, you use Scatter (Exploits, p. 45) to determine where the target hex is and then proceed as usual.

Because you are targeting through a hex, you don't get the +4 bonus for targeting the ground.
