Why isn't requires one hand or requires two hands just Temporary Disadvantage?

One Hand or No Fine Manpiulators removes the hit locations. It's just dang weird.

That doesn't bother Foot Manipulators. Technically your Foot becomes a Hand, I guess, but nothing's really changed.
