Well, if it's telepathic or otherwise a mental effect, it's like a post-hypnotic suggestion: You have a mental block on noticing that you've been touched by this source, so you unconsciously justify any change caused by them touching you as something else, if you fail the roll to perceive them.

Depends on what you're modelling. If it's optical only, I don't think there's any compunction for a visible Obscure field to have to fool touch. It will seem odd to nearby observers if they try to touch someone who appears a metre away.

I don't think that will pass a test of "What does this look and feel like to a member of the crowd?"

When I said "You might be able to build that with Obscure . . ." I meant some kind of contorted build that doesn't attempt to conceal that someone is present, but makes them uninteresting.
